Coempt beat Tata Consultancy Services — one of India's most experienced technology system integrators — in a procurement process where price was the decisive factor. Sixty-six days later, on February 9, 2026, CBSE announced a full nationwide rollout of OSM for Class 12 board examinations, covering 1.6 lakh students across the country.
By May 13, 2026, when results were declared, the scale of the failure was visible to everyone. Students reported blurred scans where handwriting was illegible. Multi-page answers had been evaluated only partially. Marks in Physics, Chemistry, and Mathematics showed unexplained discrepancies. The re-evaluation portal crashed repeatedly during payment submissions. An ethical hacker, Nisarga Adhikary, publicly demonstrated access to Coempt's live production server and an unauthenticated AWS storage bucket holding student evaluation data.
By June 6, 2026, CBSE had transferred all evaluation records off Coempt's servers onto government-controlled infrastructure. CBSE Chairman Rahul Singh and Secretary Himanshu Gupta were removed from their posts. A Supreme Court-monitored investigation was underway.

What L1 Bidding Means and Why It Dominates Government Procurement
L1 (Lowest Bidder 1) procurement is the standard approach for government and government-funded institutional purchasing in India. Under this model, any vendor who clears minimum technical qualifications is eligible, and the contract goes to whoever quotes the lowest price.
The logic behind L1 is sound for commodity purchases: when you are buying office furniture or stationery, price is a legitimate primary criterion because the goods are standardised. The problem arises when L1 is applied to complex technology systems where quality, reliability, and vendor capability are not adequately captured in a qualification checklist.
For examination technology specifically, L1 creates a structural perverse incentive. A vendor that undercuts the competition on price has fewer resources to invest in:

The Specific Failures the Coempt Contract Produced

The fact that it existed and was publicly discoverable indicates that security review was minimal or absent from the vendor's delivery process.
Data portability and institutional control. When CBSE needed to move evaluation records off Coempt's infrastructure, the migration required weeks of effort. A contract that tied critical national examination data to a single vendor's proprietary systems without clear data portability provisions compounded an already bad situation.
What a Better Procurement Framework Looks Like
Universities evaluating OSM platforms for their own examinations can draw direct lessons from the CBSE-Coempt episode. A technically sound evaluation framework moves beyond price to assess capability on at least six dimensions.
Proof of scale. Has the vendor successfully delivered OSM at the volume this institution requires, with documented outcomes? References from institutions of similar size and examination complexity should be verifiable, not anecdotal.
Infrastructure certifications. Data centre uptime SLAs, ISO 27001 certification, and regular penetration testing reports are baseline requirements, not premium features. A vendor that cannot produce these documents during evaluation has not invested in them.
Pilot requirements. Any new deployment at significant scale should include a contractually mandated pilot phase — typically one examination cycle at reduced volume — before full rollout. The pilot should include explicit go/no-go criteria for proceeding to full deployment. The 66-day window between CBSE's contract award and national rollout announcement eliminated any meaningful pilot.
Data ownership and portability clauses. Contracts must specify clearly that evaluation data is the property of the institution (or the board), that the vendor holds it only as a data processor, and that the institution can export all data in a defined open format at any time. A vendor that resists such clauses is signalling a dependency relationship the institution should be unwilling to accept.
Scanning quality standards. Minimum DPI specifications, colour depth requirements, page detection accuracy thresholds, and QC sampling rates should be written into the technical specification, not left to vendor discretion.
Financial and operational capacity. A vendor's balance sheet and operational team size should be scrutinised alongside their technical proposal. A company with insufficient working capital cannot sustain examination-season surge capacity or maintain adequate staffing through a prolonged controversy.
The Cost of Getting It Wrong
The CBSE-Coempt episode imposed costs that are still being counted. The direct institutional costs — leadership removals, Supreme Court proceedings, government data migration — represent only the visible portion. The broader costs include erosion of examinees' confidence in digital evaluation at precisely the moment when Indian boards and universities are mid-transition to OSM, legal proceedings initiated by affected students, and a reputational setback for the entire category of examination technology.
For universities considering OSM implementation, there is an important asymmetry in these costs. A more expensive procurement — one that selects a vendor with demonstrable capacity, certified infrastructure, and a phased rollout plan — has a defined upfront cost. A cheap procurement that produces a Coempt-scale failure has unbounded costs: litigation, regulator scrutiny, remediation, and institutional credibility damage that takes years to repair.
Recommendations for Controllers and Registrars
University examination offices evaluating digital evaluation platforms should incorporate the following minimum steps into their procurement process.
First, require a technical demonstration at realistic scale, not a curated product showcase. Ask the vendor to process a representative sample of actual answer books through their end-to-end pipeline and return evaluator-annotated output for your team to inspect.
Second, issue a Request for Proposal that includes a weighted evaluation matrix, not a lowest-price-wins structure. Assign no less than 40 percent of total score to technical capability, 20 percent to security and compliance documentation, and 20 percent to financial and organisational capacity. Price should carry no more than 20 percent weight.
Third, insist on a contractual pilot phase with defined success criteria. If the vendor declines, that answer is itself diagnostic.
Fourth, engage your institution's legal counsel to review data ownership, portability, and liability clauses before any contract is signed. The question of who owns student evaluation data in the event of a vendor dispute should be resolved before the contract is executed, not after a crisis.
The technology for reliable, transparent digital evaluation exists and is proven. The CBSE-Coempt episode was not a failure of the technology category; it was a failure of procurement governance. That distinction matters, because it means the failure was preventable — and the lessons from it are actionable for every institution now evaluating its options.
