The second track is Maturity-Based Graded Levels — MBGL. This is optional, but only at the lowest end. The MBGL system has five levels, each requiring demonstrably higher institutional capability than the previous.

Physical peer team visits have been reduced for most institutions. Criterion 7 (Institutional Values and Best Practices) scores innovation in institutional practices, and OSM adoption with documented outcome improvement is recognised as a best practice under the current assessment rubric.

MBGL Level 1: Meeting the Floor

At MBGL Level 1, the institution has crossed the binary accreditation threshold and demonstrated basic compliance with regulatory requirements. Examination processes at this level are typically:

  • Conducted and recorded, but with significant manual steps
  • Documented in paper-based registers with delayed digital entry
  • Subject to evaluation by faculty without formal inter-rater reliability checks
  • Producing results that can be reported in aggregate but cannot be easily disaggregated by subject, evaluator, question, or student demographic
  • A Level 1 institution has examination infrastructure that keeps the institution running but does not generate data for improvement. NAAC peer teams visiting Level 1 institutions typically find SSR data is largely self-reported with limited third-party verifiability.

    MBGL Level 2: Systematic Documentation

    Level 2 institutions have moved from ad hoc practice to documented procedures. The distinguishing characteristics from an examination standpoint:

  • Examination procedures are codified in an Examination Manual with version history
  • Answer book inwarding and outward are logged digitally, with time-stamps
  • Faculty evaluator assignments are recorded, though the connection between evaluator identity and specific marked scripts may not be maintained
  • Results processing includes a documented moderation step, though it may still be largely manual
  • Annual examination data is retained and can support trend analysis at the aggregate level
  • At Level 2, the institution can tell NAAC's peer team *what* its examination procedures are, supported by documents. It typically cannot show *outcomes* in a granular form that allows NAAC assessors to evaluate process quality. The key gap between Level 2 and Level 3 is the shift from process documentation to process analytics.

    MBGL Level 3: Process Consistency and Measurable Outcomes

    Level 3 is the inflection point where digital examination infrastructure stops being an operational convenience and becomes a strategic asset. The distinguishing markers:

  • End-to-end digital logging of the examination lifecycle: from answer book receipt through scanning, evaluator assignment, marking, moderation, totalling, and result generation

This is the evidence standard that NAAC's AI-assisted verification now expects from institutions seeking Level 3 designation.

    For most mid-tier universities and autonomous colleges, moving from Level 2 to Level 3 is the most consequential accreditation upgrade available. The NIRF ranking bands, UGC scheme eligibility, and institutional grant access that open at Level 3 have direct financial and reputational value that substantially exceeds the investment in digital examination infrastructure.

    MBGL Level 4: Predictive Analytics and Continuous Improvement

    Level 4 institutions use examination data not just to document what happened but to improve what happens next. The distinguishing capabilities:

  • Question-level item analysis from OSM data: difficulty index, discrimination index, and distractor analysis at scale
  • Evaluator calibration programmes with data-driven identification of systematic marking biases
  • Subject-wise pass rate trends tracked against teaching interventions and correlated with student demographic data
  • Examination data feeding directly into the internal quality assurance cell's annual plans and external academic audit processes
  • At Level 4, examination data has become part of the institution's continuous improvement infrastructure. NAAC peer teams at this level look for evidence that the IQAC uses examination outcome data in its annual cycle — not as a retrospective report, but as a forward-looking planning input.

    The distinction between Level 3 and Level 4 from an examination technology standpoint is the difference between a system that records and a system that analyses. A well-configured OSM platform with question-level scoring, evaluator dashboards, and standard deviation monitoring produces Level 4 evidence as a byproduct of normal operations.

    MBGL Level 5: Benchmarking and Systemic Leadership

    Level 5 is held by a small number of institutions — those that have not only built excellent internal examination systems but have documented their practices well enough to benchmark against international peers and contribute to the broader ecosystem.

    Criterion 2 evidence at Level 5 includes:

  • Examination infrastructure benchmarked against comparable international institutions, with data
  • Institution functioning as an assessment resource for affiliated colleges or co-examining institutions in the region
  • Faculty from the institution contributing to examination reform bodies, curriculum committees, or accreditation peer review teams
  • Published research or documented case studies on examination quality improvement
  • Only 18 universities in India currently hold NAAC A++ — the equivalent of top MBGL performance. The examination infrastructure at these institutions is invariably sophisticated, producing data at the granularity that Level 5 evidence standards require.

    The practical implication for institutions currently at Level 1 or Level 2: the gap to Level 3 is primarily an infrastructure investment, not a process redesign. An institution that deploys a properly configured OSM system and operates it for one full examination cycle will generate the evidence base that Level 3 requires. The 12-18 month estimate is not a design or policy constraint; it reflects the time needed to capture one complete cycle of examination data that NAAC's evidence standards require.

    The gap from Level 3 to Level 4 is smaller than most institutions assume. An OSM platform that already captures question-level marks and evaluator identifiers can be configured for item analysis without deploying additional infrastructure.

    The gap from Level 4 to Level 5 is genuinely about institutional positioning and ecosystem contribution — it cannot be bridged by technology alone.

    The NAAC Binary Accreditation Floor Still Matters

    Before pursuing MBGL levels, institutions that have not yet achieved binary accreditation under the new framework need to ensure they meet the minimum standard for Criterion 2.5. The minimum threshold requires:

  • A documented examination policy that is publicly available
  • Student performance data retained and available for the assessment period
  • A formal grievance mechanism for examination-related complaints with tracked resolution
  • These are achievable without OSM, but OSM makes satisfying them substantially more straightforward — because the records are produced as a natural output of a well-run digital examination system rather than requiring separate documentation effort.

    Mapping Your Institution's Next Steps

    The MBGL framework, despite its complexity, gives institution leaders something genuinely useful: a roadmap rather than a checklist. Each level has defined characteristics that make the next level's requirements visible and concrete.

    For examination registrars and academic councils, the strategic question is not whether to invest in digital examination infrastructure, but *when* and *at what level of sophistication*. The institutions that will hold Level 3 and Level 4 MBGL designations by 2028 are those that begin building their examination data infrastructure now.

    NAAC's move to digital, AI-assisted verification has effectively reset the evidence bar. An institution with a complete, queryable digital audit trail of its examination operations starts the NAAC assessment in a structurally stronger position than one whose evidence is paper-based, manually assembled, and presented through a visiting peer team's inspection of physical registers.

    That is what the MBGL framework ultimately says about examination systems: they are no longer a back-office administrative function. They are a central part of how an institution demonstrates its quality to the world.
